2025 estate agent licence renewal exercise
The Council for Estate Agencies (CEA) will be conducting the 2025 estate agent (EA) licence renewal exercise from 1 October to 30 November 2025.
Important Reminder
EAs are advised to purchase Professional Indemnity Insurance (PII) early (before 1 October 2025) and ensure that your PII coverage is from 1 January to 31 December 2026. The number of real estate salespersons (RESs) covered by this insurance should be as at the date of PII purchase.
Your PII details will be auto-populated into your EA renewal application form. If you have purchased PII through bolttech Insurance Brokers Pte Ltd (previously AVA) or SingCapital, they will update your PII details directly in ACEAS before 1 October 2025. The PII information will be auto-populated into your EA licence renewal application.
If you have purchased your EA’s PII from other insurers, please update your EA's PII details at the EA profile page in the Advanced CEA Estate Agencies System (ACEAS).
Timeline and key steps
Preparing for renewal exercise (August to 30 September 2025)
KEO to update his/ her ACEAS Profile for Individual if there are any changes.
KEO to fulfil his/ her Continuing Professional Development (CPD) requirements and Central Provident Fund Board (CPFB) Medisave contributions
From CPFB’s website, you may wish to note that you will be cleared for application/ renewal after making a full payment or upon your first successful GIRO deduction on the 25th of each month (or the next working day if the 25th falls on a weekend or a public holiday)
Directors/ Partners to update their ACEAS Profile for Individual if there are any changes
EAs must:
Update its ACEAS Profile for Corporate if there are any changes
Be a registered entity with the Accounting and Corporate Regulatory Authority (ACRA)
Have a valid PII for the EA and RESs for the period 1 January to 31 December 2026
For practicing Directors/ Partners, who are foreigners:
You must submit a Certificate of No Criminal Conviction (CNCC) from your country of origin, or show proof of residence in Singapore for the past 10 years (i.e., from 2015 to 2025)
Renewal exercise (1 October to 30 November 2025)
KEO to log in to ACEAS for Corporate to submit the EA licence renewal application to CEA for processing by 30 November 2025.
The EA licence renewal application will include the KEO’s registration renewal application and practising Directors’/ Partners’ registration renewal application(s), where applicable.
Important notes
If the EA licence renewal application is approved and the applicable fees paid, the EA licence and the RES registration for the KEO and practicing Directors/ Partners (if applicable) for Year 2026 will be reflected immediately on the CEA Public Register.
Do note that the EA must renew its licence for 2026 for the KEO’s RES registration validity period to be/ remain published on the CEA Public Register from 1 January 2026.
During the renewal period, CEA receives a high volume of applications. Applications which do not meet all renewal requirements, or require further supporting documents, will likely take beyond the usual processing time of two to three weeks to be approved. To ensure business continuity and minimise disruption to your RES registration validity, we strongly advise you to submit your renewal application by 30 November 2025.
Things to Note
1. Ensure that the latest details of your EA, KEO, and directors/ partners are updated in the existing ACEAS profile
All renewing EAs, Key Executive Officers (KEOs), and directors/ partners have an existing ACEAS profile.
If there are any changes to the profile details of your EA, please log in to ACEAS for ‘Corporate’. If there are any changes to the profile details of the KEO and directors/ partners, please log in to ACEAS for ‘Individual’. You can update the profile details at any time of the year.
Your latest profile details will be auto-populated into your renewal application, including your name, address, contact details, education, industry qualifications, and fit and proper declarations.
2. KEOs do not need to submit a separate RES registration renewal application
EA licence renewal applications will include the KEO’s RES registration renewal application. Therefore, KEOs wishing to renew both their EA licence and RES registration only need to submit one EA licence renewal application.
Please note: An EA must therefore have a valid KEO before it can renew its EA licence.
3. Ensure that the EA’s directors/ partners submit their renewal applications
When the renewal exercise starts on 1 October 2025, directors/ partners may proceed to submit their renewal application by logging in to ACEAS for ‘Individual’ and clicking on the ’Renew’ button in the Director/ Partner Renewal 2025 banner on the ACEAS dashboard.

There is no need for directors/ partners to wait for the EA to initiate its EA licence renewal application. Once directors/ partners complete their renewal application, their information will automatically be pre-populated into the EA licence renewal application form.
Note:
KEOs can only submit the EA licence renewal application to CEA after all the EA’s directors/ partners have submitted their renewal applications.
4. Submission of the EA’s RESs registration renewal applications
RESs may proceed to initiate their registration renewal application in ACEAS and submit it to their EAs for verification checks. EAs can only submit their RESs’ registration renewal applications after they have submitted their own licence renewal application to CEA. This ensures that RESs are renewing their registration with an EA which is renewing its licence for 2026.
5. Payment of Renewal Fees
EAs have to pay renewal fees for all renewal applications submitted to CEA. EAs must ensure that their GIRO accounts registered with CEA are active and must have sufficient funds before submitting renewal applications to CEA.
Invoices will be generated every Monday, Wednesday, and Friday (excluding Public Holidays or on days where there is ad-hoc system maintenance) for renewal applications at ’Pending fee payment’. GIRO deduction by the bank will be completed within the next two to three working days.
The renewal application fee is payable every alternate renewal (e.g., if your EA paid the renewal application fee in 2024, your EA does not need to pay the application fee in 2025). You can find out more about the renewal fees comprising the application fee, registration fee and licence fee.
Please note that should a renewal application be withdrawn after it has been submitted to CEA, any fees paid shall be non-refundable.

Professional Indemnity Insurance
EAs and RESs are required to be covered by Professional Indemnity Insurance (PII). PII protects EAs and RESs, who can be held legally liable for claims arising from wrongful acts committed during the performance of professional services, including negligent acts, errors, and omissions or breaches of professional duty.
EAs are required to purchase a PII policy which sufficiently covers both the EA and all its RESs.
While CEA has established minimum requirements, EAs and RESs can choose to purchase policies with higher coverage. EAs and RESs can refer to the following for more information.

Frequently Asked Questions
For Renewing EA
1. Do KEOs still need to submit their RES registration renewal application after submitting their EA licence renewal application?
A KEO only needs to log in to ACEAS for ‘Corporate’ and submit the EA licence renewal application, which will also include the KEO’s own RES registration renewal application. Therefore, EAs must have a valid KEO before renewing their EA licence.
2. Can the EA submit its RESs’ renewal applications if it has not submitted its own licence renewal application to CEA?
EAs must submit their own EA licence renewal application to CEA before they can submit the registration renewal applications of its RESs.
For KEO
3. If a KEO no longer wishes to renew its EA licence for 2026, does the KEO need to submit a non-renewal application?
If a KEO no longer wishes to renew its EA licence for 2026, no action is required. The EA licence and the RES registration will lapse after 31 December 2025. Please note that the EA is unable to renew without a valid KEO.
4. Can the EA do a change of KEO during/ after the renewal exercise?
For an EA to be successfully renewed for 2026, the KEO of the EA must also renew its RES registration for the same period. If the EA decides to change its KEO during the renewal period, it will require the EA to remove its KEO and the EA will not be able to renew its EA licence. Therefore, EAs should only apply for a change of KEO from 1 January 2026 onwards to ensure a smooth renewal exercise for the EA and its RESs.
5. How does the EA upload the PII cover note for 2026?
If you have purchased your EA’s PII through bolttech Insurance Brokers Pte Ltd and SingCapital, your PII details will be updated in ACEAS in late September, and auto-populated into your EA licence renewal application.
If the EA’s PII insurer is from other insurers, there are two methods for the EA to upload the PII cover note:
Method 1: Before clicking on the Renew button (refer to Step 4 of the Renewal Guide on the Renewal Process for EA (with KEO renewal)), EAs can upload the PII details in the EA profile page. The PII details will then be pre-populated in the EA licence renewal application.
The steps are: The KEO needs to log in to ACEAS for “Corporate > Click on Services > Profile Management > PII Information > Create > Fill up the required details and upload the cover note > Submit”.
Method 2: You may upload the PII details directly in the PII Details section of the EA licence renewal application (refer to Step 13 of the Renewal Guide on the Renewal Process for EA (with KEO renewal)).
6. How do I check on the status of my EA licence renewal application after it is submitted?
The KEO needs to log in to ACEAS for “Corporate > Click on Services > EA Management > EA Licence (Renewal) to view the status of the EA licence renewal application”.
For Director/ Partner
7. After the director/ partner submits his/her renewal application, does he/ she still need to submit another RES registration renewal application?
Directors/ partners only needs to submit their director/ partner renewal application, with no separate RES registration renewal application required. This application will also renew the RES registration of the director/ partner with the EA that he/ she is registered with.
8. Do directors/ partners who are foreigners (who do not have a Singpass account) need to submit their director/ partner renewal application in ACEAS?
Currently, directors/ partners who are foreigners and who do not have Singpass are not in the EA’s member list in ACEAS. As such, they are not required to submit their director/ partner renewal application in ACEAS.
CEA will separately contact the EAs with foreigners as directors/partners to provide guidance on how to proceed with their renewal applications.
9. Can EAs add/ remove directors/ partners during or after the renewal exercise?
After the EA has successfully renewed its EA licence for 2026, the EA may proceed with any application to add or remove its directors/ partners.
