Requirements and application process to be a CPD course provider.

Course providers that would like to conduct Continuing Professional Development (CPD) courses related to Professional Competencies must obtain prior approval from the Council for Estate Agencies (CEA). Courses that do not meet the accreditation criteria will not be approved by CEA and cannot be credited as a Professional Competency CPD course.
In developing CPD courses for Professional Competencies, course providers should customise courses to meet the specific needs of real estate salespersons (RESs) in their professional development. Course providers are not to dilute the course content of Professional Competencies by including content pertaining to Generic Competencies.
Enhanced accreditation criteria for Professional Competencies under Structured Learning courses
From October 2025, CEA will implement eight measures under Project ADEPT to help Key Executive Officers (KEOs) and RESs enhance their competencies and prepare them for the future economy. These include the reconfiguration of CPD requirements and introduction of a new and tighter accreditation framework for CPD courses.
CEA has therefore commenced accrediting courses for Structured Learning (including Prescribed Essentials) under the new accreditation criteria since September 2024. Eligible course providers may submit their courses and the required documents to CEA in My CPD Portal, based on the new accreditation criteria explained in CEA’s CPD Guidelines for CPD Course Providers (PDF, 583KB).
Who can apply to be a CPD course provider for Professional Competencies?
Eligible CPD course providers for the real estate agency industry include:
Government agencies
Local tertiary institutions
National Continuing Education & Training (CET) centres
Real estate and related industry associations, and their training providers
CEA Approved Course Providers (ACPs)
Licensed estate agents
SkillsFuture Singapore (SSG) Training Providers#
#SSG Training Providers must have SSG-supported courses with a validity period of at least two months from the time of application to CEA, and can only offer courses based on the new course accreditation criteria.
CEA reserves the right to accredit a CPD course under CEA's CPD framework at its discretion and withdraw the accreditation if a CPD course provider fails to comply with the conditions prescribed.
How to submit for approval
CEA charges an assessment fee of $392.40 (inclusive of 9% GST) per Professional Competency CPD course application. Course providers must submit the following through My CPD Portal:
Form A - CPD Course Proposal Form (PDF, 233KB). Refer to the Sample CPD Course Proposal Form (PDF, 258KB) on how to complete the form
Curriculum Vitae (CV) of trainers, using Form B - CPD Course Trainer Form (PDF, 206KB) and trainer’s relevant qualifications
