Course providers that would like to conduct Continuing Professional Development (CPD) courses related to Structured Learning (including Prescribed Essentials) must obtain prior approval from the Council for Estate Agencies (CEA). Courses that do not meet the accreditation criteria will not be approved by CEA and cannot be credited as a Structured Learning CPD course.
In developing CPD courses for Structured Learning, course providers should customise courses to meet the specific needs of real estate salespersons (RESs) in their professional development. Course providers are not to dilute the course content of Professional Competencies by including content pertaining to Generic Competencies.
Accreditation criteria of Structured Learning courses
Registered course providers may submit their courses and the required documents to CEA in CPD System (CPDS), based on the accreditation criteria explained in CEA's Terms and Conditions for Continuing Professional Development (CPD) course providers (PDF, 188KB).
The CPDS is expected to launch in mid-January 2026.
Who can apply to be a CPD course provider for Structured Learning?
The following entities are eligible to apply for a course provider account in CPDS:
Government agencies
Local tertiary institutions
National Continuing Education & Training (CET) centres
Real estate and related industry associations, and their training providers
CEA Approved Course Providers (ACPs)
Estate agents
SkillsFuture Singapore (SSG) Training Providers#
Training Providers from professional bodies of the legal and financial sector
#SSG Training Providers must have listed courses in the SSG course directory at the time of application to CEA.
CEA reserves the right to accredit a CPD course under CEA's CPD framework at its discretion and withdraw the accreditation if a CPD course provider fails to comply with the conditions prescribed.
How to submit for approval
CEA charges an assessment fee of $392.40 (inclusive of 9% GST) per Structured Learning CPD course application. Interested entities may apply to become course providers via the CPDS. Upon successful application, course providers may submit course applications to CEA for accreditation.
