ERA Realty Network Issued with Letter of Censure for Breaches Related to its Failure to Properly Manage and Supervise its Real Estate Salespersons

This CEAnergy article shares why CEA issued a Letter of Censure (LOC) to ERA Realty Network (“ERA”) for three breaches under the Code of Practice for Estate Agents (COPEA).

In December 2025, CEA issued a Letter of Censure (LOC) to ERA Realty Network (“ERA”) for three breaches under the Code of Practice for Estate Agents (COPEA).
Breach 1: Failing to manage and supervise its real estate salesperson (RES) to ensure that he did not post advertisements which contained misleading or inaccurate information
In October 2023, an ERA real estate salesperson (RES), Abel Ang Pei Xiong (“Ang”) was fined $14,000 and suspended for five months by a CEA Disciplinary Committee (“DC”) for publishing property advertisements containing inaccurate and misleading information. The suspension lasted from October 2023 to March 2024.
This arose after CEA received multiple complaints against Ang for advertisement-related breaches, such as posting advertisements which contained inaccurate pricing, and misleading or inaccurate information on the property listed. In relation to this, CEA approached ERA’s key executive officer (KEO) in March 2022 to advise that ERA should vet Ang’s advertisement listings for accuracy before they were posted, as ERA had a responsibility to do so under the COPEA.
However, CEA continued to receive complaints and uncover more advertisements posted by Ang which contained inaccurate property pricing, even after Ang’s suspension ended in March 2024. Ang was subsequently referred to a DC again. He was fined $28,000 and suspended for six months by a CEA DC in October 2025.
Due to the numerous instances of inaccurate and misleading advertisements by Ang, and the fact that breaches continued to occur after CEA’s advisory to ERA’s KEO, it was clear that ERA failed to carry out its responsibility under COPEA.
Breach 2: Failing to have in place proper systems and processes for the management and supervision of its suspended RESs
In January 2024, during Ang’s suspension period, Ang’s profile was still active on ERA’s portal, FindPropertyAgent.sg, alongside the profiles of two other suspended ERA RESs.
ERA’s lapses arose as it failed to implement proper systems and processes to manage and supervise suspended RESs. For example, there were no processes in place to ensure the removal of the profiles of suspended RESs from ERA’s portal during their suspension period.
Breach 3: Failing to recover estate agent (EA) card from suspended RES
Following Ang’s suspension which began in October 2023, Ang was required to return his EA card to ERA, but he did not do so. Apart from initially notifying Ang to do so, ERA did not duly follow up with Ang when he did not return the EA card after the initial notification. In fact, the card was only returned to ERA in February 2024 after CEA alerted ERA to this.
ERA did not have a system in place at that time to track whether suspended RESs returned their EA cards and there was no standard process in place to deal with RESs who failed to do so.
Enforcement actions against ERA
CEA issued an LOC to ERA for the following three disciplinary breaches:
1. Breach of Para 4(2)(b) of the COPEA which states that EAs shall manage and supervise their RESs to ensure that their RESs conduct their estate agency work in a professional and reasonable manner in accordance with the law.
2. Breach of Para 4(1)(b) of the COPEA which states that EAs shall have in place and document in writing proper systems and processes for the management and supervision of their business and RESs.
3. Breach of Para 5(7)(b) of the COPEA which states that the EA shall recover the EA card issued to a holder when the licence or registration of the holder expires, is not renewed, or is suspended or cancelled.
Additionally, for not removing the profiles of its suspended RESs on ERA’s portal, ERA was issued composition notices for three contraventions of Section 39(2) of the Estate Agents Act 2010 for associating with the three suspended RESs when they were not registered RESs.
