Licence Renewal/Auto-Renewal Exercise (1 to 31 Oct 2013)

The Council for Estate Agencies (CEA) will be conducting the 2013 estate agent licence renewal/auto-renewal exercise from 1 to 31 Oct 2013. KEOs are required to log in to e-service to submit the licence renewal/auto-renewal application. No hardcopy application form is required to be submitted. KEOs/Practising Directors and Partners who did not fulfil the required CPD credit hours by 30 Sep 2013 and/or in Medisave arrears without an approved CPFB instalment plan as at 1 October 2013 will not be eligible apply for the renewal/auto-renewal exercise that commences on 1 Oct 2013.

Registration Renewal/Auto-Renewal Exercise (1 to 31 Oct 2013)

For the auto-renewal exercise, Salespersons are not required to login via their personal Singpass ID and password. KEO must indicate if the salesperson is auto-renewing the registration with the estate agent for 2014 via the E-service.

For the renewal exercise, salespersons will be required to submit their salesperson renewal application via CEA's e-service using their personal SingPass ID and password by 31 Oct 2013. Salespersons who did not fulfil the required CPD credit hours by 30 Sep 2013 and/or in Medisave arrears without an approved CPFB instalment plan as at 1 October 2013 will not be eligible apply for the renewal/auto-renewal exercise that commences on 1 Oct 2013.


Estate agents must check, certify in the e-application form and submit all registration renewal /auto-renewal applications of their salespersons to CEA by 8 Nov 2013.

Tables 1(a)/(b) and 2(a)/(b) show the categories of estate agents and salespersons that are due for renewal/continuation for 2013 as well as the fees payable.

 2. KEOs are required to key in the 2014 professional indemnity insurance ("PII") details and upload PII for 2014.
 3. Submit the e-application to CEA by 31 Oct 2013. No hardcopy application form is required.
 4. If no application is received by 31 Oct 2013, the licence shall expire with effect from 1 January 2014 and the licence shall be deemed as not renewed.

Estate agents whose licence is expiring on 31 Dec 2013 are due for licence renewal.
 1. KEO to log in to e-service from 1 to 31 Oct 2013
 2. KEO and directors/partners are to complete the information and submit the declarations
 3. Upload required documents: ACRA Biz Profile and PII for 2014
 - For EA selling foreign properties, PII must cover both Singapore as well as the country where the foreign properties are located.
 4. Submit the e-application to CEA by 31 Oct 2013. No hardcopy application form is required.
 5. If no application is received by 31 Oct 2013, the licence shall expire with effect from 1 January 2014 and the licence shall be deemed as not renewed.
 1(a) KEOs/ Directors/ Partners who have past conviction, are required to submit (if not submitted to us previously) the following documents:
a)      Letter of explanation of conviction
b)      Charge Sheet
c)      Prisons letter (stating admission and discharged dates from Prisons)
 1(b) If the Estate Agent has past convictions, KEOs are required to submit supporting documents (if not submitted to CEA previously)
 2(a) If KEOs/ Directors/ Partners are undischarged bankrupts, they are required to submit the following documents:
a)      Case information downloaded from IPTO website
b)      IPTO's permission to be a director/partner under the estate agent
 2(b) If KEOs/ Directors/ Partners have made a composition or arrangement with their creditors, they are required to submit the supporting documents and latest Credit Bureau's Report.
 2(c) If the Estate Agent is in liquidation or is the subject of a winding-up order, or there is a receiver appointed in relation to it, or the Estate Agent has entered into a composition or scheme of arrangement with its creditors, the KEO is required to submit supporting documents (if not submitted to CEA previously).
 3(a) If KEOs/ Directors/ Partners have any judgment that involved a finding of fraud, dishonesty or breach of fiduciary duties entered against them in civil proceedings, the KEO is required to submit supporting documents (if not submitted to CEA previously).
 3(b) If the Estate Agent has any judgment that involved a finding of fraud, dishonesty or breach of fiduciary duties entered against the Estate Agent in civil proceedings, the KEO is required to submit supporting documents (if not submitted to CEA previously).

Salespersons with registration until 31 Dec 2013 (including KEOs/Practising Directors/Partners who are practising as salespersons)
 1. Salesperson to log in to e-service from 1 to 31 Oct 2013.
 2. Salesperson to complete the information and submit the declarations.
 3. Salespersons are not required to declare their past convictions if they had declared to CEA in the 2011 & 2012 renewal exercise.
 - If a salesperson has been convicted in 2012 and /or 2013, he/she is required to declare 'Yes'. The salesperson is required to upload documents relevant to the conviction(s). These include:
a)      Letter of explanation of conviction
b)      Charge Sheet
c)      Prisons letter (stating admission and discharged dates from Prisons)
 4. If salesperson is an undischarged bankrupt/ has made a composition or arrangement with his/her creditors under e.g. a debt management programme, they are also required to declare 'Yes'. The salesperson is required to upload documents relevant to the bankruptcy/composition/arrangement/debt management.
 - For undischarged bankrupts, these include:
a)      Case information downloaded from IPTO website
 - For those who have made a composition or arrangement with their creditors, these include:
a)      Latest Credit Bureau's Report.
b)      Proofs of debt
c)      Explanation of each debt filed by creditors
 5. If the salesperson has any judgment that involved a finding of fraud, dishonesty or breach of fiduciary duties entered against the salesperson in civil proceedings, the salespersons are required to submit supporting documents (if not submitted to CEA previously).
 6. Submit the application to estate agent for verification, and support by 31 Oct 2013.
 7. Estate agent to check, certify in the e-application form and submit application to CEA by 8 Nov 2013. No hardcopy application form is required.
 8. Salespersons can check their application status via CEA website.
 9. Salespersons whose applications are not received by CEA by 8 Nov 2013 will be considered as late applications and the salesperson registrations of these applications (if approved) will commence from 1 Feb 2014 or later.

The following categories of estate agents and salespersons in Table 3 are not required to participate in the 2012 renewal/continuation exercise.
